U.S. Department of Agriculture Bangladesh Trade Facilitation

Positioning Bangladesh as a trusted agro-trade partner.
2020 – 2025

The U.S. Department of Agriculture Bangladesh Trade Facilitation (BTF) project is expanding regional and international trade of agricultural goods and food products.  To do this, BTF is addressing systemic constraints at Bangladesh ports; simplifying and automating import and export processes; improving the capacity of government agencies, laboratories, and warehouses; and fostering private and public investment in cold storage and temperature-controlled logistics. The project promotes policy reform and provides technical, logistical, and technological assistance to Government of Bangladesh agencies and agricultural and food industry stakeholders. With the project’s support, Bangladesh aims to achieve the WTO Trade Facilitation Agreement’s Category C measures. BTF also aims to reduce the cost of trade, decrease the release time for consignments, and increase transparency.

PROJECT FOCUS AREAS

1. Increasing Harmonization and Transparency of Bangladesh Trade Processes

In collaboration with the Government of Bangladesh, BTF is developing online e-certification systems for trade agencies, introducing a dedicated agro-trade section on the Bangladesh Trade Portal, and enhancing the capacity of agencies to meet WTO Trade Facilitation Agreement measures. BTF is also advocating for policy reform by updating laws, rules, and standard operating procedures that govern the agricultural trade processes and developing digital and user-friendly export and import manuals.

2. Strengthening Risk Management Systems

BTF is working with agro-trade regulatory agencies to establish institutional frameworks for cross-border trade risk management, as well as supporting reform of the legal framework regarding risk management. BTF also communicates with and informs commercial traders and businesses about risk-based clearance procedures.

3. Improving Food Safety of Traded Commodities

BTF is developing the capacity of laboratories, testing facilities, and certification bodies to accredit against international standards and assisting laboratories to apply ISO 17025 standards. BTF is also facilitating investments in the cold storage and temp-controlled logistics sector, and developing standard operating procedures and manuals for improved function and utilization of these systems.

Bangladesh

Bangladesh has emerged as a key player in the global trade arena over the years. The country's economy heavily relies on exports of ready-made garments, textiles, agriculture, and other manufactured goods. However, Bangladesh has faced numerous challenges in trade and trade facilitation, including inadequate infrastructure, cumbersome customs procedures, and logistical bottlenecks. To address these issues and enhance its trade competitiveness the USDA BTF project is streamlining trade processes, improving infrastructure, and reducing trade-related costs. These important initiatives will boost Bangladesh as a trusted and vibrant player in the global trade arena.
